258f2fecb7 fix: idle cpu usage and distribution 
CPU use on idle down from 17% to 1.5% via lazy runtime execution. Turned down SWIM gossip frequency.

3cf0ae5947 refactor: consolidate crate functions (#50) 
Remove co-dependencies for different modules found in `crates` and migrate the development history to a new repository. The docs were stale, and largely not getting used, so simply deleted for now. When code stabilizes more, they will become useful again.

7ef7bd0b50 refactor: consolidate crates (#39) 
Crates continued to grow in number, but most are still quite small and feature specific. This refactor consolidates them.

a7124cb3d4 distribution realization (#33) 
Write tests for docker integration, as docker is how we will initially handle distribution on heterogeneous hardware.
